8月のカーブル（日本ではカブールというけど現地発音ではこう）陥落は大ショック。・・・アメリカ史最長の戦争終結、ベトナム以来のアメリカの敗北、などニュースのことばが胸に刺さる。
私も編集に加わった日本の国際協力についての本について、8月末締め切りで原稿を頼まれ、アフガニスタン援助のことを書いた。9月初めにはアフガニスタン問題シンポジウムで話すように頼まれ、かなり勉強した。
その結論は、こう。・・・アフガニスタン援助はベーシックインカムで！
日本政府、アメリカ、NATO諸国など、人道援助は続けると言ってる。医薬品、緊急食糧などは必要だが、緊急援助には、ベーシックインカムも加えるべきだ。
コロナ対策として、昨年夏にUNDP（国連開発計画）が提案した、期限付きベーシックインカム（一人一日3ドル程度の無条件現金給付）である。
アメリカを追い出して権力を握ったターリバーンのトップと約束して、ちゃんと国民に届けてもらう。まともなイスラーム教徒であることを証明し、国民の信頼を得るチャンスなのでターリバーンにとっても悪くない話だ。
アフガニスタン国民の35%は政府機関に登録されていないし、成人の85%は口座を持たない（世界銀行のデータ）。国際社会はまずそこから援助する必要があるが、それはSDGsが掲げる「誰も取り残さない」社会保障には不可欠のインフラだ。
シンポジウムでその話をすれば、カーブルで日本政府援助の現地担当だった人は、「そういえば、援助で何が欲しいか、と聞くと、向こうの人は、お金だ、って答えてたね。いいかも。」と。
今、いちばん危惧されている女性の権利問題も、これで、社会の底辺から変わってくるはず。
